Supporting passage of 20mph Speed Limits Bill

The introduction of law for 20mph sign-only speed limits on residential roads in Northern Ireland was debated at the Assembly on the 17th February.

As chair of the Assembly All Party Group on Cycling I supported the passage of the Road Traffic (Speed Limits) Bill to Committee Stage and as a Member of the Regional Development Committee will be giving more detailed consideration to the potential costs and benefits of the proposals.

There is strong evidence to suggest that 20mph speed limits can reduce speed, increase road safety and encourage active travel in our community.

Fundamental improvement to infrastructure provision and mutual respect between all road users are of course also vital to the delivery of a cycling revolution that would have health, environmental and economic benefits for all.

We do; however, need to examine exactly what the Bill is proposing and whether this is actually the best, most cost effective way in which to achieve its aims.

I have; therefore, asked the Minister for Regional Development to outline the definition of a residential street as proposed by the Bill, how many km of residential streets of this kind there are in Northern Ireland and how much it would cost his Department to designate these residential streets with a speed limit of 20 mph.

Support for improved cycling provision in Northern Ireland has increased significantly but we have a fight on our hands to make the case for the wide ranging benefits of adequate investment in the cycling budget. We must also make sure we responsibly and adequately assess how best to use the scarce resources available.
